Through a partnership with the North Carolina Department of Health and Human Services, the North Carolina Coalition the End Homelessness, and the US Department of Housing and Urban Development, Partners Ending Homelessness will offer strategic planning, technical assistance, and training in SSI/SSDI Outreach, Access and Recovery (SOAR). SOAR is a strategy that helps service providers to increase their ability to access to Social Security disability benefits for their clients. These benefits can increase access to housing, treatment and other support services for individuals experiencing homelessness.
Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) are disability income benefits administered by the Social Security Administration (SSA) that generally also provide either Medicaid and/or Medicare health insurance to individuals who are eligible. Accessing these benefits is often a critical first step in recovery. For people, who are homeless with mental health problems that impair cognition or who are returning to the community from institutions (jails, prisons or hospitals), access to these programs can be extremely challenging. The application process for SSI/SSDI is complicated, detailed, and often difficult to navigate. Utilization of the SOAR program will allow service providers to assist clients to receive benefits quickly and avoid appeals processes.

SOAR Action Team
The goal of the SOAR Action Team is to strengthen and support local SOAR projects with a focus on continued positive communication between community SOAR caseworkers and entities in both the Guilford County area and extended resources state wide. There is a shared goal of maintaining increased positive SOAR outcomes, better relationships with the Social Security Administration and Disability Determination Services, and success for our clients on their road to recovery.
