Stand Up and Be Counted
The North Carolina Department of Health and Human Services and the Interagency Council for Coordinating Homeless Programs (ICCHP) are partnering with the U.S. Census Bureau and the North Carolina Complete Count Committee to help spread the word about the 2010 Census and achieve a complete and accurate count of the North Carolina population. We need your help to make sure everyone is counted! A Census Count for persons experiencing homelessness is scheduled for March 29 – 31, 2010.
During March 29-31, 2010 Census workers will visit all homeless service providers in your area to get an accurate count. For purposes of the Census the homeless service providers are not solely defined by McKinney-Vento funded providers. We understand you just completed the Point In Time Count, but this is a different count that will be done by Census workers, not homeless agency staff, and will use Census forms, not Point in Time Count forms. The Census workers will most likely not interview shelter residents or persons experiencing homelessness on the streets, but rather count the number of persons and identify gender.
Why is the Census Important? Every year, the federal government distributes more than $400 billion to state, local and tribal governments based on Census data. Accurate Census data helps determine funding for Emergency Shelter Grants, Continuum of Care, school lunches, housing, and guides local decision-makers on where to build new roads, hospitals, schools and more. For each person who is not counted, North Carolina will lose approximately $15,000 per person over the next 10 years.
The North Carolina Department of Health & Human Services strives to improve the lives and welfare of people in North Carolina, many of whom are experiencing hardships related to economic status, language fluency, disabilities, homelessness or other issues. We are committed to supporting the 2010 Census as another way to improve the quality of life in North Carolina, and to ensure that even the hardest to count can be accurately represented.
There are a number of communities within North Carolina that are, according to the federal Census Bureau, traditionally undercounted. These undercounted communities include Hispanics, African Americans (18-35), low-income persons, persons experiencing homelessness, and persons living in rural areas. Properly counting these groups will provide additional representation and resources for those communities and the state.
This Census is easy, important, and secure.
- It is easy because the form is only 10 questions and takes 10 minutes.
- It is important because the data gathered is used for funding allocations, congressional representation and redistricting.
- It is secure and confidential because the Census Bureau cannot share individual, personally identifiable responses with anyone.
Even so, the homeless count will probably not include the full 10 questions. Most likely, the Census staff will only count the number of persons, and identify gender. If administrative records are available to assist in answering additional question, they may ask for your help in doing so. They are not likely to impose on shelter residents in any meaningful way.
Why should you get involved? It’s important that you get involved with Census outreach and promotion because the Census staff may not know all the homeless service providers and outdoor locations in your area. Please contact the Partnership Specialist responsible for your county and let them know about the homeless service providers and outdoor locations where homeless can be counted in your area. The Specialists will put you in touch with your local Complete Count Committee so that you can participate in their outreach efforts.
How you can help? Census workers need your help to identify local outdoor locations and other areas so all persons experiencing homelessness in your area are counted. Your community could lose crucial funding if everyone is not counted. There are local employment opportunities with the Census. Please call 1-866-861-2010 for more information and to become a Census outreach worker. Remember you and/or formally homeless individuals are the best resource in your local community to count persons experiencing homelessness. Apply to be a Census Worker today!
Here are some important dates to remember as we approach Census Day:
- March 29-31, 2010: Census workers will visit homeless service providers (shelters, transitional housing programs, soup kitchens, streets) to count persons experiencing homelessness.
- March – April 2010: Census forms are available at Be Counted sites and Questionnaire Assistance Centers for those individuals who may be experiencing homelessness and did not get counted during March 29-31. Visit www.2010census.nc.gov to locate the Be Counted sites and QAC’s.
- April 1, 2010: Census Day

Partners Ending Homelessness and its faith community partners are sponsoring the First Annual Furnish a Dream event on August 22nd and August 29th. Furnish A Dream, is designed to foster understanding and inspire our community to touch lives through filling trucks with beds, dressers, dinner tables, chairs, end tables, desks, bookshelf, and sofas. Furniture collected will be distributed to Barnabas Network and Home to Home Ministries to individuals and families in need.

On Tuesday, August 4th, Partners Ending Homelessness and Hodgin Valley Farm will host Holiday in the Country for youth experiencing homelessness in Guilford County. Holiday in the Country will provide an opportunity for over 100 youth to enjoy a day in the country where they can experience the fun of hay rides, old-fashioned games, home style food, and treats with other children who are experiencing the same circumstances. Partners Ending Homelessness, in partnership with Triad Lanes and Box Seat Restaurant, will sponsor Lanes of Fun, a bowling event for families experiencing homelessness. The event will be held on Thursday, July 23rd from 1:00pm to 4:00pm at Triad Lanes, 21 Oak Branch Drive in Greensboro. Lanes of Fun will provide an opportunity for over 100 youth and their families to enjoy an afternoon of bowling, games, food and prizes, with other children and families who are experiencing the same circumstances. The event will also feature a community resource area aimed at helping parents increase their ability to access services.

Community Partnership Action Team Planning Meeting
Are you willing to share your expertise in order to bring about community wide change? Then join us for the Partnering to End Chronic Homelessness’s Community Partnership Action Teams’ planning meeting. The meeting will feature a presentation by Martha Are, Homeless Policy Specialist with the North Carolina Department of Health and Human Services, who has been instrumental in the implementation of ten year plans across North Carolina and who will be assisting Guilford County in building our road to success. In addition, there will be roundtable discussions around education & job training, development of day centers, formation of Hope/Care Teams to support newly housed people, mental health & substance abuse services, discharge planning, gaps in services and sharing an insiders perspective on homelessness in Guilford County.

Presentation of Guilford County's Ten Year Plan to End Homelessness
The Guilford County Board of Commissioners invites you to the presentation of the Ten Year Plan to End Homelessness developed by the Guilford County Task Force on Ending Homelessness. The event will take place on Monday, June 4, 2007 at 3:00 p.m. in the Auditorium at Guilford Technical Community College's Percy H. Sears Applied Technology Building. Located at 601 High Point Road, Jamestown, NC 27282. Parking will be available in Lot G. A special presentation will be given by Philip F. Mangano, Executive Director of the U.S. Interagency Council on Homelessness.
